Punjab's figure includes the test fee and the Rs 480 courier. Sindh's includes lamination, NADRA verification and the medical. Islamabad's includes the medical, the road test and the digital card. The Sindh duplicate fee is shown on its own, before those fixed charges.
Why the provinces charge so differently
Punjab works out the fee per year. A car costs Rs 1,350 for each year you choose, from 1 to 5, so a 1 year licence is cheap and a 5 year one is not. The Punjab licence fee page has the full DLIMS table, the 5 year totals and the late renewal fines.
Sindh has one fee for 3 years and a higher one for 5, then adds the same small charges to every application. Renewal and late renewal
Renewing on time is the cheapest route everywhere. A car licence renewed on time costs Rs 1,830 for 1 year in Punjab, Rs 1,275 for 5 years in Sindh and Rs 4,000 in Islamabad, card included.
Late renewal costs more in each province, but the rule differs. Punjab adds a fine that grows with the delay. Sindh charges a higher renewal fee once you are more than 30 days late. Punjab charges Rs 500 for each category on the permit, applied for through DLIMS. Sindh's learner licence comes to Rs 265 for a car with the medical and NADRA charges. Islamabad's learner permit costs Rs 1,000 and lasts six months.
Does the fee include the medical certificate?
In Islamabad and Sindh the medical charge is part of the notified fees and is included here. Punjab's DLIMS table does not list a medical fee, so any private medical certificate you are asked for there is extra.
